We worked with Earl Saxon, then the climate change advisor for the IUCN-World Conservation Union, to develop a concept paper on a “Track 2” Climate Working Group.
Between March and June 2007, we interviewed 35 business, government, civil society and academic leaders from around the world. IUCN later decided not to proceed with convening such a Group when the Bush administration announced the Major Economies Meetings, intended to serve a similar Track 2 role. It remains unclear whether the demands of formal negotiations and Heads of Government meetings are making it impossible to devote the time to such informal discussions that would be needed to unstick the negotiations.
